An alliance of Russian Mafia and rogue intelligence agents who backed a coup in Wakanda that was led by Reverend Achebe. Which caused sanctions against America when Black Panther exposed its ties to the United States. Xcon used King Solomon's Frogs to replace the United States President and the Canadian Prime Minister with brainwashed future counterparts, allowing them to secretly take over both countries. White Wolf killed most of its leaders and took over Xcon, seeking revenge on Tony Stark for his buy-out of Wakandan Design Group while continuing their plan of world domination. T'Challa foiled Xcon's plot by invading the White House during a meeting between U.S. and Canadian Leaders to discuss a crisis which he had caused.
